The 3rd annual Energy Risk Central & Eastern Europe conference is coming to Warsaw on 9th and 10th November. The Technical Department for Oil, Natural Gas and Water Mining of Hungarian Mining and Metallurgical Society (OMBKE KFVSZ) and the Croatian Association of Petroleum Engineers and Geologists (HUNIG) jointly organize the „First Central and Eastern European International Oil and Gas Conference and Exhibition".

Mr. Ákos Füzi, representavive of IP Systems, presented a lecture on the liberalized gas market.  Please find below the abstract of his presentation.  

Flow based cross border capacity allocation method is one of the recurring issue coming to the table in the international electricity trade business. It contains several challenges due to the fact that nobody ever worked with it so far in Europe. If it comes to real life it will change everyone’s life who wants to trade with electricity crossing national borders. The lesson to learn – how to bid, how much to bid, at what price to make a bid, etc. - could cost a lot in financial meaning.

Any entity, who acts as a Local Issuing Office (LIO) in terms of EIC codes, has to proceed with several activites during the fulfillment of its duties. The duties are as follow:

Any national authority acting on energy filed, has the national right as one of its main function to collect data about the business procedures of the energy market. Large amount of these information are to be found at the corresponding TSO-s. So it is typical that the authorities require several different kinds of data from them repeatedly. The wide range of data and the frequency of data provision raise the need of automatisation.

The 4th Central European Gas Congress and the 43rd International Gas Conference and Exhibition is a jointly organised meeting for the gas companies, eminent decision-makers and investors, as well as engineering, development, IT, telecommunications, appliance manufacturer, contractor, servicing and construction engineering, companies and practical experts in the region. Our company has attended to the event, with a keynote: "Opportunities in Regional Cooperation with Respect to the 3rd Energy Directive of EU".

The 2009/ 715 EU directive requires several types and amounts of information to be published from the TSO to the public. The „static” info – such as: formats of the different contracts, specification of gas quality parameters, rules on secondary capacity market, etc. – are not difficult to bradcast. In the other hand, the directive requires also a quiet large amount of dinamic data to be publish on nearly real time.

On 15th February 2011 FGSZ published the natural gas quality accounting system (QAS) for the natural gas transmission system delivery points for the 2011-2012 gas year. Apropos of this, we have examined the changes in the weighted average calorific value of some selected delivery point.

QAS is the method of quality accounting system of delivered natural gas through the delivery points of the gas transmission system network, valid for a calendar year.
